总 则

第一条:名称:本会定名为:「马来西亚柔佛州华校董教联合会」。 第二 条.•宗旨.•本会以联络本州岛各华校,促进中华文化,提高教育効率, 策划华校建设及增进教师福利为宗旨。

第三条:会址:本会会址,以被选为主席之会员学校之校址为会址。

会员及纳费

第四条.•本会会员,以学校为单位;凡本州岛注册华校均得申请加入,经理 事会通过后即成为本会会员。会员学校以当年之董事长及校长, 为当然代表,于当然代表皆不能出席时会员学校可另委二位负责 人为代表。 、 ;

第五条:会费:

m基金:凡本会之会员学校应缴纳基金拾元。

の年捐:⑴中学部(a)学生一千人以上者,每年年捐ー百元;

(b)学生一千人以下者,每年年捐五十元;

⑵小学部⑶人型者每年年捐五十元;

(b) B型者每年年捐三十元;

(c) c型者每年年捐二十元。

両特别捐.•本会常年经费如遇不敷或兴办各项教育福利事件时, 得由理事会通过另行筹募之。

组织

第六条:理事会由会员大会选出理事廿五单位,候补理事五单位组织之。 再由理事会互选常务理事拾伍单位。遇会员人数不足以组织理事 会时本会于递得泛八作州i-JJ社团注研官之批准得由会员大会决定理 事人数以便继续其会务。

第七条:本会以会员大会为最高权力机构;以下设理事会,常务理事会。 会员大会结束后则以理事会为最高机关,处理一切会务。理事会 为处理特种事务时得组织特种委员会办理之。组织系统如下表:

第 八 条:任期:本会职员任期为ー ー年,期满后除财政外其他得连选连任 之。

会 议

第九条:本会会议分下列三项:

闸会员大会,每年举行一次。但遇必要时,得由常务理事会. 或由会员五分之一单位联函请求临时召集之。

の理事会ー学期举行ー次,必要时得由主席临时召集之,主席 如收到五分之ー ー理事书面要求时,须于十四日内召开理事会. 因常务理事会每月举行ー次,必要时得由主席临时召集之。 第十条:会员大会:每单位(每校)得派出董教代表各一人出席会员大 会;每人均有表决权。(未缴清年捐者除外) 第十一条.•会员大会之职权如下:

㈠修改章程。

㈡选举理事及稽核。

㈢接受幷检讨理事会及稽核之报告。

㈣审核本会经济预算及决算。

㈤解决属下组织所不能解决之事项。

第十二条:理事会之职权如下:

㈠执行会员大会之议决案。

㈡策划会务之进行。

㈢策划及支配本会之经济。

第十三条.•常务理事会之职权如下:

㈠执行理事会及常务理事会之议决案幷监督各股工作。

㈡签押一切文件及银行支票»

㈢开会时为主席。

㈣对外为本会代表。

副 主席:当正主席缺席时代行其职权。

正总 务:秉承主席处理本会应办之会务,签押银行支票。

副总务:协助正总务办理各事。

财 政:

㈠管理本会一切出纳银项。

㈡与主席共同签押银行支票。

㈢每学期结算账向常务理事会报告。

文 书:负责起草及管理文件、会务记録、会员名册等事 项。

福 利:负责办理本会之福利事项。

教育研究股:主持各项教育问题之研究幷将研究所得,报告 常务理事会,以便采纳施行。

第十四条:本会理事中途退职者,由候补理事依次递补之。

第十五条:本会收入款项,由财政管理之。惟现款超过三百元时,须用本 会名义存入银行;必须由财政签署,另由正、副主席及正总务 四人中任何一人加署及盖会章方得支取。

第十六条:本会各项支出,五百元以下者,主席有权决定之;五百元以上 者,须经理事会通过之。

第十七条:本会理事会,应有半数以上理事出席方为有効» 第十八条:凡是修改章程或是环境上认为须要解散本会时,须有半数以上 会员到会方为有効;其他会员大会须四分之一以上之会员出席 方为有効。

第十九条:本会收支账目由财政每二个月结算ー次,交由稽核审核后,每 逢常务理事会及理事会开会时提出报告,会员大会时须印发书 面报告。

会员义务

第二十条:㈠缴纳入会基金、年捐及特别捐。

㈡遵守本会章程及议决案・

㈢协助会务发展。

会员权利

第廿一条:㈠会员学校均有选举权与被选权。 ㈡会员学校得享受本会之所有权利。

其ー .•本章程由会员大会通过后、幷经社团注册官批准后即生 効力。

其二.•本章程有未尽善处得由会员大会修改之,但须经社团注

册官批准后始属有効。

RULES OF THE STATE OF 3DH0RE (MALAYSIA) CHINESE SCHOOL MANAGERS & TEACHERS ASSOCIATION

1. NAME

The name of this Association shall be "The State of Johore (Malaysia) Chinese School Managers and Teachers1 Association11 (hereinafter referred to as the "Association11) •

2. OBJECTS

The objects shall be to establish close contact between Chinese schools managers and teachers in various parts of the State of Johore, to promote Chinese culture, to raise efficiency in education, to plan the establishment of Chinese schools, and to ameliorate the welfare of teachers.

3. ADDRESS

The address of the Association shall be at the premises of the school duly elected as the president of the Association from time to time by the Assembly of Members of the Association*

HEHBERS AND SUBSCRIPTION

4. HEHBERS

A member of the Association shall be a constituent school, Any of the registered Chinese schools in the State of Johore may apply for membership, and shall become a member on its application being accepted by the Committee of the Association • Membership of the school shall be represented by the Chairman of the School Committee and the Headmaster who shall automatically be tha delegates of the school enrolled as a member; provided that any school may appoint any two responsibly persons to be its delegates in the event of either of the automatic delegates being unable to attend.

5. SUBSCRIPTIONS

(a) Entrance Fee;

The entrance fee payable by a school enrolled as a member shall be ¢10/=

(b) Annual Subscription:

The annual subscription payable by a school enrolled as a member shall be $

(I) Secondary Schools:

(i) $100 in the case of a school with an enrolment of 10□〇 students or more;

(ii) ¢50 in the case of a school with an enrolment of less than 1000 students;

(II) Primary Schools:

(i) $50 in the case of A class;

(ii) $30 in the case of B class;

(iii) S20 in the case of C class.

(c) Special Subscription:

In the event of a deficit in the annual expenditure of the Association or uihere necessary for the promotion of various education and u/elfare projects, special subscription ミ shall be collected upon the approval of the Committee.

ORGANISATION

6. The Assembly of Plembers shall elect a Committee of tuienty-fivs Hembers and in addition five Members in reserve. The Committee shall in turn elect from amongst its members, fifteen officers as provided for in Clause 12 hereof to form a Standing Committee. In the event of there being insufficient members to elect as Committee members or officers, then the Association with the approval of the Asst. Registrar of Societies (Johore) may continue to function with such Committee and officers as the Assembly of Members -may fix.

7. The highest authority shall be vested in the Assembly of Hembers under which the Committee and ths

Standing Committee shall bts set up. On the adjournment of the Assembly of H&mbers, the highest authority shall be vested in the Committee for the management of the Association1 2s affairs. A special commission or commissions may be organised to deal with specified affairs• The organ!* zation system is as follows:-

0. The tenure of office shall be two years, and all officers shall be eligible for re-election except the Treasurer.

MEETINGS

9. The meetings of the Association shall be classified into ths following three kindss-

(a) Assembly of Members:

An Assembly of Members shall be convened once a year, but it may be convened by the Standing Committee, where necessary, or on the written request of one-fifth of the members, in uhich case a chairman shall be elected to preside over it.

(b) Committee Meeting:

A CommitteG Meeting shall be convened once every school term, and it may be convened by the President, uhere necessary. The Pre -sident of the Standing Committee shall be the Chairman# A Committee meeting shall be convened within fourteen days of the receipt by the President of a request in writing signed by 2/5ths of the Committee Plembers•

(c) Standing Committee Meeting:

A Standing Committee Heeting shall be convened once a month, and it may be convened by the President, where necessary. A Committee Meeting shall be convened uithin fourteen days of the receipt by the President of a request in writing signed by 2/5 ths of the Committee Members.

arrears with payment of subscriptions shall be entitled to send two delegates (representing the School Committee and the Teachers) to attend the Assetably of nembers. Each of the delegates shall have power to vote.

(2) To elect ComrnitteB Members and Auditors,

(3) To receive and examine tho reports of the Committee end the Auditors,

(4) To approve the Association^ budget and final accounts; and

(5) To solve problems unsolved by its subordinate organisations.

THE POUER OF COWITTEE shall be

(1) To execute the decisions of the Assembly . of Members;

(2) To plan the proceedings of the Association^ affairs;

(3) To plan and to control the finance of the Association.

THE POWER OF THE STANDING COmiTTEE shall be

To sign all documents alone and cheques jointly;

To act as chairman at meetings and

To represent the Association externally.

To act for the President in the latter 1s absence.

To manage the Association affairs under the direction

of the President and in accordance with the decisions of Assembly-Committee and to sign cheques jointly.

THE ASSISTANT SECRETARIES :

To assist the Secretary in the management of the Association^ affairs.

THE TREASURER :(1) To manage the receipts and outgoings of the Association 1s funds;

(2) To sign cheques jointly with the President and the Secretary ; and

(3) To prepare a statement of account at the end of euery term and to make reports to the Standing Committee.

THE CORRESPONDENTS: To be responsible for the drafting, preparing and safe-keeping of all documents, minutes of meetings, and the register of members etc.

THE WELFARE OFFICERSsTo be responsible for the management of carrying out ( the Association1 s ujelfare work.

THE EDUCATION INVESTIGATORS :

To deal with the various problems relating ta. education and to make reports of the results obtained from their investigation to the Standing Committee for adoption and execution.

14. All vacancies in the Committee shall be filled by committee members on the reserve list according to their respective position shown on the list.

kept by the Treasurer but where cash in hand exceeds ¢300/= it shall be deposited in a bank in the name of the Association.

Withdrau/als from the bank shall be signed by the Treasurer and countersigned by any one of the four officers, namely the President, the two Vice-Presidents and the Secretary, in addition to the Chop of the Association.

16. The president shall have the power to expend sums not exceeding $500/=. Expenditure exceeding $500/= shall be approved by the Committee.

17. Over one-half of the number of Members shall form a quorum at a Committee Meeting.

Over one-half of the number of Members shall be , required tc form a quorum at an Assembly of Members convened for the alteration or amendment of the Rules of, or for the dissolution of the Association as necessitated by circumstances. Over a quarter of the Number of Members shall be required to form a quorum at an Assembly of Members convened for ordinary business,

19. A Statement of Account shall be prepared bi-monthly for audit by the Auditors appointed by the Assembly of Members, and submitted to the Standing Committee and the Committee at their meetings; and to the Assembly of Members in print.

OBLIGATIONS OF MEHBERS

2〇. (1) To pay entrance fees, annual and special subscriptions,

(2) To abide by the Rules of the Association and its decisions, and

(3) To assist the Association in promoting its affairs.

RIGHTS OF MEMBERS

21e (1) Each school enrolled as a member shall have

the power to vote and any of its delegates to be elected as Office Bearers or to serve on any Committee of the Association.

(2) Each school enrolled as a member shall enjoy the rights stipulated under the Rules provided such school is not in arrear with any payment due to the Association.

SUPPLEMENT

(1) The Rules of the Association shall come into force on the approval of Assembly of Members and the sanction of the Registrar of Societies.

(2) The Rules may be amended by the Assembly of Pleinbers but shall not be operative unless approved by the Registrar of Societies.
